Since each Covanta Secure Services facility has different capabilities, handling requirements may also vary. The following general guidelines will apply in all but the most unique situations.</p> <p><strong><em>Pit Feed</em></strong></p> <p>Materials that are approved for Pit Feed Disposal will be unloaded and placed directly into the waste storage pit at the Covanta Energy-from-Waste facility with other non-hazardous waste prior to combustion. Materials for pit feed can be packaged as follows:</p> <ul> <li>Boxes, drums, and cubic yard boxes should be made of cardboard, fiber or poly (wooden crates and aluminum/steel totes can be reviewed on a case-by-case basis).</li> <li>&nbsp;Steel drums/containers (Niagara only)</li> <li>The containers should be palletized and shrink-wrapped or banded.</li> <li>Each movable unit should be limited to a size maneuverable by a standard fork-lift.</li> </ul> <p><strong><em>Direct&nbsp;Feed</em></strong></p> <p>Materials that are approved for&nbsp;direct feed are fed directly into the feed chute of the combustion unit&nbsp;either using a mechanical tipping device, a conveyor or they are manually fed. Materials are&nbsp;direct fed for&nbsp;3 reasons:</p> <ol> <li>Covanta Secure Services may require&nbsp;direct feed to ensure our Environmental/Health &amp; Safety requirements are met.</li> <li>Customers or Covanta may require&nbsp;direct feed for secure disposal or witness burns.</li> <li>Covanta may require that a waste be fed at a limited feed rate due to operational concerns.</li> </ol> <p><strong><em>Packaging Guidelines for&nbsp;Direct Feed</em></strong></p> <ul> <li>Boxes and drums should be made from cardboard, fiber or poly (no steel drums, wooden crates or aluminum/steel totes).</li> <li>Each container should weigh 50 pounds or less, with maximum dimension of 2ft. x 2ft. x 3ft. (Some&nbsp;facilities may require smaller packaging.)&nbsp;</li> <li>The containers should be palletized and shrink-wrapped.</li> <li>Each movable unit should be limited to a size maneuverable by a standard fork-lift.</li> </ul> <p>Please refer to your Covanta Secure Services Approval letter for specific requirements.</p> Material Labeling http://www.covantasecureservices.com/site/procedures/waste-labeling.html 2009-12-04T16:24:36Z <p>Accurate labeling of your waste material is key to our ongoing quality assurance program. Correct labeling ensures safe handling and processing of materials. Covanta Secure Services can provide labels to each Client location. If you are interested in this service, please contact your Account Executive.</p> <p>In general, please use the following guidelines:</p> <ol> <li>Each movable unit must be labeled. A movable unit may be defined as a: <ul> <li>box</li> <li>drum</li> <li>cubic yard box (Gaylord) or bag (super-sack)</li> <li>palletized and shrink-wrapped set of boxes or drums</li> <li>dumpster</li> <li>roll-off</li> <li>dump trailer</li> </ul> </li> <li>Labeling must include the following on each unit: <ul> <li>The words &quot;nonhazardous&quot; or &quot;non-RCRA regulated&quot;</li> <li>The name of the waste(s) contained within the individual unit, as it appears on the approval package</li> <li>The corresponding Covanta Secure Services approval number(s) as well as the applicable State approval number(s)</li> </ul> </li> <li>If the packaging container has any additional markings or labeling from previous use which are not applicable to the waste, you may either: <ul> <li>completely cover or remove the markings/labels, or</li> <li>place a label on the containers to be reused which states: <blockquote> <p><strong>&quot;This container is being reused for packaging purposes only. The original label is not representative of the contents of the container.&quot;</strong></p> </blockquote></li> </ul> </li> </ol> <p>If you have questions regarding packaging of unique waste streams please contact your Covanta Secure Services&nbsp;<a href="/site/contact-us/account-executives.html">Account Executive</a> for assistance @ 800.950.8749.</p> Scheduling a Waste Pick-up http://www.covantasecureservices.com/site/procedures/scheduling-a-waste-pick-up.html 2010-01-22T13:54:44Z <p>Once you have received written notification that your waste materials are approved, you can schedule a waste pick-up from your site. Please contact your Covanta Secure Services <a href="/site/contact-us/account-executives.html">Account Executive</a>.</p> <p><strong><em>Preshipment Notification</em></strong></p> <p>All waste shipments require a completed Covanta Secure Services Preshipment Notification to schedule deliveries. This form provides pertinent information required by the Covanta Energy-from-Waste facility to schedule and safely prepare to receive your waste. A Customer Representative will assist you in completing this Form. See Schedule 1 of the <a onclick="window.open(this.href,'','resizable=yes,location=no,menubar=yes,scrollbars=yes,status=no,toolbar=yes,fullscreen=no,dependent=no,status'); return false" href="/uploads/25/File/SW%20Disposal%20Agreement.pdf">Special Waste Contract </a>(PDF).</p> <p><em>Note: If you have been issued a Covanta manifest&nbsp;a preshipment notification is not needed.</em></p> <p><strong><em>Certificate of Disposal</em></strong></p> <p>A section of the&nbsp;Preshipment Notification serves as the Certificate of Disposal. After your waste is processed, this section of the document is signed by the destination facility and the completed document returned to you.</p> <p>When scheduling a pick-up, please have the following information available:</p> <ul> <li>approval number</li> <li>dates of pick-up (preferred and secondary)</li> <li>time of pick-up (range of hours)</li> <li>necessary addresses (billing and Pick-up locations)</li> <li>directions to location of pick-up (specific detail for transporter)</li> <li>contact name and phone number at the location of pick-up (for the transporter)</li> <li>waste stream details (Covanta Secure Services Class, packaging, etc.)</li> <li>miscellaneous site specific information to assist in successful pick-up and delivery of waste</li> <li>primary, secondary and after hours contact information for delivery discrepancies or emergencies</li> </ul> <p>Account Executives&nbsp;will work on your behalf to secure:</p> <ul> <li>approved transportation</li> <li>preferred date and time of pick-up</li> <li>designated receiving time at the appropriate Covanta Waste-to-Energy facility</li> <li>completion of Preshipment Notification (required for delivery to a Covanta Waste-to-Energy facility)</li> <li>confirmation back to Client of the transportation arrangements</li> </ul> <p>Account Executives&nbsp;will call the Client pick-up location to confirm scheduled dates and times.</p> Pre-Printed Manifests http://www.covantasecureservices.com/site/procedures/manifests.html 2010-02-04T13:15:49Z <p>Covanta Secure Services can provide Customers with a Nonhazardous Waste Manifest completed with the following information:</p> <ul> <li>general information (Client location, address, etc.)</li> <li>transporter information</li> <li>destination facility</li> <li>Covanta Secure Services Approval Number</li> </ul> <p>Customers are responsible for verifying that the following information is complete and accurate:</p> <ul> <li>description of the waste</li> <li>total weight of the shipment</li> <li>number of pallets (if applicable)</li> <li>notation of any special handling requirements</li> <li>signature as the waste generator</li> </ul> <p>Shipments must conform to all applicable federal and state regulations as well as the conditions specified in the Covanta Secure Services Waste Disposal Agreement and the Approval Letter.</p> <p>A section is reserved on Certificate of Disposal and the Covanta Secure Services Manifest, that serves as a Certificate of Disposal. This section is signed by the destination facility and the completed document returned to the Client's shipping location or other location indicated by the Client on the manifest.</p> <p><strong><em>Bill of Lading</em></strong></p> <p>A transporter typically requires their own Bill of Lading. In this case, the transporter completes their form using the information on the Covanta Secure Services manifest. In addition, deliveries must be loaded to minimize shifting and damage during transit. Loose materials in a delivery truck or any type of spill in the truck could present a health and/or safety concern which may result in the delivery being rejected once it arrives at the Covanta energy from waste&nbsp;facility.</p> <p><strong><em>All deliveries</em></strong></p> <p>The following guidelines apply to all deliveries to an Covanta energy from waste facility:</p> <ol> <li>Materials should be loaded onto the delivery truck at the Client site in a manner that will facilitate unloading by pallet jack or forklift at the Covanta energy from waste facility.</li> <li>All pallets and containers should be secured in the delivery truck in a manner that protects their integrity during transit.</li> <li>Improperly loaded, shifted or spilled deliveries may require additional handling and associated costs, or they may be rejected.</li> <li>Appropriate shrink-wrapping, banding and dunnage should be used to avoid over-the-road problems.</li> </ol> <p><strong>Segregated and Special Handling Deliveries</strong></p> <p>Certain types of materials may require special handling to ensure safe management and disposal. Special handling requirements are outlined in the Terms and Conditions letter within the individual approval package.</p> <p>It is important to make sure all loads are secure before they are released from the Client site.</p> <p>For deliveries that contain materials requiring segregation and/or special handling please use the following loading procedures:</p> <ol> <li> <p>Place special handling materials on segregated pallets.</p> </li> <li> <p>Properly label special handling materials.</p> </li> <li> <p>Verify that all special handling materials are clearly indicated on the delivery manifest (a portion of the QA/QC review will verify that all paper work for special handling materials matches).</p> </li> <li> <p>Load special handling materials last so they may be unloaded first.</p> </li> </ol> <p>Please contact your Covanta Secure Services <a href="/site/contact-us/account-executives.html">Account Executives</a> for assistance @ 800.950.8749.</p> Security Procedures http://www.covantasecureservices.com/site/procedures/security-procedures.html 2010-02-04T13:15:04Z <p>The following is an example of current security procedures. Additional procedures may be implemented at the customer's request to further ensure secure disposal.</p> <p>Commencing with the acceptance of waste at a Covanta Waste-to-Energy facility, Covanta Secure Services guarantees secure disposal. To ensure security during transit, it is recommended that all deliveries have a coded seal placed on the door of the delivery trailer. Upon request, Covanta Secure Services will write the seal number on the manifest and/or the 48-Hour Preshipment Notification:</p> <blockquote> <p><strong>&quot;The delivery arrived with seal number # intact&quot;</strong></p> <p>The manifest and/or the 48-Hour Preshipment Notification will then be signed, dated and returned to Client.</p> </blockquote> <p>Both the Covanta Secure Services Preshipment Notification and the Covanta Secure Services Manifest may serve as a Certificate of Disposal and will be returned to the Client shipping location.</p> <p><strong>Security Breech Action Plan</strong></p> <p>If a security seal is missing, the numbers do not match those on the manifest or it is determined that the seal has been tampered with in any way, Covanta Secure Services will proceed according to the following protocol:</p> <ol> <li>The truck will be placed in a secure location and the facility will contact the Fairfield Account Executive who in turn will contact the generator for directions on how to procede. If the generator cannot be reached, the truck will be sent back.</li> <li>Covanta Secure Services will not unload any materials from the delivery vehicle until clearance has been given directly from the Client representative.</li> </ol> <p>Note: If a witness is scheduled, Covanta will not break the seal until the witness is present.</p> <p><strong><em>Security Protocol for Customer Less-Than-Load (LTL) Deliveries</em></strong></p> <p>In the event that two or more Customer locations have less than a truck load of material destined for delivery to a Covanta Secure Services facility, Customer may request an LTL pick-up. An LTL pick-up must meet the following criteria:</p> <ol> <li>Only materials from Customer, its subsidiaries and subcontractors are eligible for LTL pick-ups.</li> <li>Representatives from each location must concur with the LTL delivery arrangements.</li> <li>Customer facilities involved in an LTL delivery must discuss and coordinate the security needs and requirements applicable to the secondary loading process.</li> </ol> <p><strong><em>Security Audits</em></strong></p> <p>Covanta Secure Services encourages our customers to conduct scheduled Security Audits. All personnel conducting such surveillance will display proper identification, declare their purpose upon arrival at the facility and adhere to all Covanta Secure Services procedures and policies for site visits.</p> <p>If you have questions regarding security procedures, please contact your Covanta Secure Services <a href="/site/contact-us/account-executives.html">Account Executives</a> for assistance @ 800.950.8749.</p> Witness Destruction http://www.covantasecureservices.com/site/procedures/witness-destruction.html 2008-12-18T15:13:02Z <p><strong><em>Certificate of Destruction</em></strong></p> <p>A Certificate of Destruction (CD) can be issued only for those wastes disposed of under the Witness Destruction Procedure. This procedure requires the waste materials to be fed directly into the feed chute or hopper of the combustion unit, as soon as reasonably possible. The CD is sent to the Customer.</p> <p>Disposal of Covanta Secure Services-approved nonhazardous materials can be witnessed by:</p> <ul> <li>designated Customer personnel </li> <li>a contracted third-party security firm, on behalf of the Customer<br /> (Note: Third party witnessing can be arranged directly with the security firm or coordinated through Covanta Secure Services, a service billable directly through our Customer)</li> </ul> <p><strong><em>Visiting Witness Responsibilities</em></strong></p> <p>Prior to arriving at an Covanta Energy-from-Waste facility, all visitors must review the Covanta Secure Services Tour Policy, understand that they are entering an industrial atmosphere and sign all requisite Confidentiality Agreements. The witness must also arrive in proper attire to ensure their personal safety while at the Covanta Energy-from-Waste facility. (Covanta will provide hard hats, safety glasses and ear protection.) While on site, the witness agrees to follow all Covanta policies and procedures designed to protect the welfare of visitors, Covanta personnel and the environment.</p>

  3. Covanta may require that a waste be fed at a limited feed rate due to operational concerns.
